A Vibrant North End Community
Eight years after the loss of The Rivers regional center and the Center Cal’s locating Cabela’s in Tualatin, a group of local developers have a vision to transform the Rossman Landfill, completing another leg of Oregon City’s 2004 Economic Development Strategy.
Summit Development Group is a sophisticated, boutique development firm located in Tigard, Oregon. Of the eight full-time employees, the majority live within fifteen minutes of The North End site. They have been working on this project for well over a year now, fully self-funded. Early on they sat down with the City and discussed a partnership approach to this endeavor understanding the importance of this site to the community. They have spent numerous hours in discussions with community members about what their vision is for this site and how it can best serve Oregon City. This site is zones MUD, Mixed-Use Downtown. This zoning is the City’s vision of how this site sits within the overall built landscape of Oregon City, as an extension of the downtown. They have meticulously designed this opportunity to rehabilitate an environmentally impacted landfill, which includes both natural resource overlays and areas within the flood plain, into a vibrant mixed-use community comprised of retail and service-oriented uses, food and beverage, entertainment, and much-needed housing.
The overall project team is comprised of only local firms with experience in Oregon City, with public process entitlements, and with master plan experience of this scale with the expertise and knowledge to work on a difficult, geological parcel. Summit has assembled an outstanding design and engineering team from the top firms in Portland, many of whom have assessed and are knowledgeable about this site from involvement in multiple pursuits. They are committed to this site, to this community, and to the economic and environmental benefits associated with this shared vision for The North End.
