Housing: Density or Sprawl, your choice.
The luncheon will bring together experts to discuss the effects of state mandates on local housing in Clackamas County. Attendees will gain insight into the current state of housing control and how it impacts their community. This is a unique opportunity to engage with local leaders and learn about the future housing in Clackamas County.

- Seth Henderson, Cofounder/Partner at Level Development NW
- Diana Helm, Clackamas County Commissioner, Former Mayor of Damascus, former owner of Terra Casa in Damascus. She has served on multiple boards and committees, both prior to and after the disincorporation of Damascus, including the NCCC Board and the Government Affairs/Public Policy Team. She served on the Sunrise Water Board for 3 years, was the WES AC Chair for 6 years, and served on the Sunrise Corridor Steering Committee. She was appointed last May to the Board of County Commissioners.
- Mike Mitchell, Oregon City Commissioner, Mike was appointed to the Oregon City Commission in October of 2022, then was elected to a four-year term in November of 2024. Prior to the City Commission, Mike was a Planning Commissioner for four years, and before that served on several volunteer boards and commissions, including the Parks and Recreation and Transportation Advisory Committees, and the DOCA Board of Directors. Mike and his wife Karen have lived in the Caufield Neighborhood for 18 years. They have two grown children, and are kept active by a rowdy three-year-old German Shepherd and Husky puppy.
- Ben Hemson, Director of Policy and Government Affairs for Homebuilding Association of Greater Portland, Ben Hemson is the Director of Government Affairs for the Home Building Association of Greater Portland where he advocates for policies and processes that support the development of all housing types in six counties and 40 cities across the HBA’s service area. Prior to joining the HBA, Ben oversaw economic development and business relations for the City of Bend and spent time working in government affairs and industrial demand roles in the energy industry. He holds a BS from Oregon State University and an MA in Public Affairs from the University of Florida.
- Seth Henderson, Cofounder/Partner at Level Development NW, Seth is a mixed-use, multifamily developer with thirty years of construction and real estate development experience. Passionate about communities and his profession, he is an Oregon City Planning Commissioner who serves on the Boards of the Oregon City Business Alliance (OCBA), Home Building Association (HBA), Construction Management Association of America (CMAA), Downtown Oregon City Association (DOCA), and Oregon City Chamber as well as the Urban Renewal Task Force for Wilsonville and Developer Advisory Group for Gresham. Certifications include Project Management Professional (PMP), Certified Construction Manager (CCM), and LEED AP, with a BS in civil engineering from Washington University in St. Louis.

Luncheon Details:
- Cost: $29 for OCBA members, $35 for non-members, $39 for all attendees for late registration after the end of the day on the Wednesday before the forum, including payments at the door, subject to availability.

- We are committed to a delightful dining experience for all at our forum. Guests with specific dietary needs can choose a plated meal for $35 (same for members and non-members) or select from the buffet, with vegetarian, dairy-free, and gluten-free options clearly marked, though specific options cannot be guaranteed. Please submit plated meal requests by the end of the day on the Wednesday before the forum.
